Yes all Indians celebrate Rakhi festival. In north it’s almost the same custom of tying the sacred thread on the brothers hand. In south india they change the janeu on Raksha Bandhan that’s the difference in tradition.

Hi in ancient Hindu mythology Raksha Bandhan has a history. In Mahabharata time Draupadi tied a Rakhi to Krishna and he saved her from distress by supplying silk sarees when she needed them.
